Site Management: Responsibilities of site management The management of a work site must realize and accept the responsibility of ensuring the safe use of cranes at the work site. Failure to exercise their right of control in this area is an omission which may have serious consequences. Firstly, they have to ensure that the crane is entrusted only to qualified operators that have been trained by a recognized institution. As cranes are powerful machines, it will be unwise to entrust these to someone who is not qualified to handle them, or to one who does not regard safety as an integral part of his job. Next, the management must ensure that the riggers of loads are also trained. The riggers must be able to establish the weight of the load, estimate the location of the centre of gravity of the load and able to select suitable lifting gears to rig it with. If necessary, he should be supplied with suitable tables of standard loads.

As for the signaler, he must be trained to judge distances, heights and clearances. He should be capable of directing the movement of the load to ensure the safety of the people and structures around. He should be trained in giving hand signals and be able to communicate with the operator. Any miscommunication during a lifting process can be very dangerous. Above all, the management must establish a safety program for the safe use of cranes at the work site. The program should include the provision of access to the loading/unloading areas, stability of the ground where the crane is to be operated, removal of hazards such as overhead transmission lines, having sufficient reserved operators on standby, having the crane
inspected before use, among others. To ensure that the program above is adhered to by the personnel involved in lifting operation, a lifting supervisor should be appointed. He must himself be familiar with cranes and should preferably be an engineer. He will act as coordinator to ensure that the lifting operations are
done safely and in accordance with the law.
